A concern is anything with interest for a system; therefore, a concern may be a functional requirement or a non-functional requirement. Any requirement(functional or non-nonfunctional) can be described in terms of other (sub)requirements. So, you have requirements at different levels of granularity.
A concern cuts across another concern (is crosscutting) if one is related with the other, or needed in the other.
